On the Subject of Flags

Luckily, you no longer have to be good at geography for this.

If there is an unlit BOB indicator, and the serial number contains any character from “WHITE FLAG” while France is one of the 7 displayed flags, submit France.
Otherwise:

1. Find the main flag in the Main Table to determine the Sorting Table to use.
2. In the determined Sorting Table, find all of the 7 displayed flags.
3. Out of those flags, submit the Nth flag in reading order within the table, where N is the displayed number.
