On the Subject of Regular Show

You know who else is one button press away from exploding?

Something’s gone horribly wrong at the park—again. Garrett Bobby Ferguson Jr. has returned, and this time he’s found a way to resurrect some of Regular Show’s most infamous villains from all 8 seasons! Three different locations are overrun with chaos, each with their own resurrected boss. To defeat each boss, you must identify the character best equipped to take them down.

You will be presented with a location, a boss, and 3 random characters from the Regular Show universe
Every character has a base power level determined in Table 1: Base Power. Find the intersection of that character and the background location to determine base power level
Then, modify each character’s base power by applying each true condition for that character found in Table 2: Modifiers to obtain their final power level
Finally, press the button containing the character with the highest final power level. If multiple characters have the highest final power level, choose either of them
HOWEVER, before selecting a character, check to see if any special conditions apply to the given event, located in Appendix: Special Conditions. Apply the effects of all true conditions after finding each character’s final power level
Select a correct character for 3 locations to solve the module

Appendix: Special Conditions

Condition	Effect
Location is the Moon and at least one of the below is true: The sum of the serial number digits is less than 7 There is a Sun module present There is a Moon module present	Instead of looking at final power level, a character should be chosen by their Hamboning level. Of course, the character with the lowest final power level is the best Hamboner.
Boss is Anti-Pops, and Pops is present	Choose Pops no matter what. Wow, that was boring. Almost as boring as the season 8 finale.
Mordecai, Rigby, and Benson are all present, and the serial number contains a character in F1R3D	Benson actually fires Mordecai and Rigby, setting their final power level to 0.
Boss is Garrett Bobby Ferguson, and there is a lit BOB indicator	Modifiers are as good as broken bones. Characters should be chosen based solely on their base power level.
Boss is Coffee Coffee, the location is the Coffee Shop, and there is a Coffeebucks module present	WOOAAAAHHHH TOOOOO MUUUCH COFFFFEEEEEE!!! EILEEEEEN, MAAARGAREEET, CJ, AND PAAAM GET - 5 TO THEIR FINAL POWER LEVELSSSS!

Boss is Ello Gov’nor, Rigby is present, and either a British Slang or London Underground module is present

Oi, listen up, yeah? Rigby’s finally grown a pair an’ decided he ain’t leggin’ it no more. That dodgy British taxi what’s been hauntin’ him? Man’s squarin’ up proper, fists out, no cap. Bruv’s ready to have a full-on barney with the motor, innit.

Either of the following is true:

Boss is Party Pete and there is a Soda module
Boss is ybgiR and there is a Mirror module

Well, it appears as though Party Pete already drank himself to explosion, and ybgiR returned to the mirror dimension, so there really isn't anyone to fight.
